All foreign nationals residing in Japan （except for Temporary visitors within 90 days）are obliged to resister as foreign residents when they enter when they enter Japan, obtain foreign citizenship while in Japan or are born in Japan. All foreign nationals must follow the necessary procedures for Foreign Resident Registration attheir local ward or municipal office and receive a Foreign Resident Registration card（the formal name is a certificate of alien registration）. 1. Applying for initial registration　(needs to apply within 90 days of entering Japan） 〜Necessary items〜 ----------------------------------------------------------- 1）Passport　2）Two photographs <4.5 cm × 3.5 cm> When a Japanese national obtains foreign nationality, when a foreigner’s child is born in Japan, the same procedure is necessary to apply. 2. Applying for changes in your foreign resident registration card　 (application for adjustments） If you have changed your name, nationality, occupation, status of residence, period of stay, work address or home address, you have to follow this procedure within 14 days. 〜Necessary items〜 ----------------------------------------------------------- 1）Documents certifying the change（ex. Passport）　2）Foreigner’s card When you find the information is incorrect, you have to apply for same procedure. 3. Applying for a replacement card　 (When your Foreigner’s card is damaged or dirty or if there is no space left on the back of the card, you should apply for a new card as soon as possible.) 〜Necessary items〜 ----------------------------------------------------------- 1）Passport　2）Two photographs <4.5cm × 3.5 cm>　3）an old Foreigner’s card 4. Applying for reissue of a foreign resident registration card　 (If your Foreigner’s card is stolen or lost, you have to apply within 14 days of realizing the card is lost or stolen.) 〜Necessary items〜 ----------------------------------------------------------- 1）Passport　2）Two photographs <4.5cm × 3.5 cm> 5. Applying for renewal of a foreign resident registration card 　（Application for Confirmation） (All registrants except for under 16 years old are required to apply for confirmation of whether the entry of registration card is in accord with the actual facts by the necessary items and submitting documents, available at the local office within 30 days of the fifth anniversary of the alien’s birthday, from the day of initial registration or previous confirmation.) 〜Necessary items〜 ----------------------------------------------------------- 1）Passport　2）Two photographs <4.5cm × 3.5cm>　3）an old Foreigner"s card As a rule, foreigners applying for foreign resident registration cards should do so in person. But, if the applicant is under 16 yeas of age or is unable to file the application in person due to any reasons, a family member living at the same address may file the application on behalf of the applicant. 【 Penal Provisions 】 Any foreign nationals who don"t apply for any one of the above NO.1 〜 5 shall be punished with penal servitude or imprisonment for a period not exceeding one year or be punished with a fine not exceeding two hundred thousand yen.
